What else do homeless people need?

Blankets and cardboard can Kill

Blankets.
Fact. You can die sleeping under wet blankets. Hypothermia kills.

Cardboard.
Not dignified. Provides some ground insulation (not in the rain) and it is difficult to store and carry.

Tents
Tents are not suitable in urban environments, take time to setup/packup and city governments do not want permanent structures erected.
